In retrospect, would not that have been the best plan (if we were dead-set on invading)? Secondly, I am reminded of the 77 Senators and 296 Representatives of the House who simply passed on their constitutional obligations to Declare or not to Declare War. <a href="http://www.govtrack.us/congress/bill.xpd?tab=main&bill=hj107-114" rel="nofollow">The Authorization for Use of Military Force Against Iraq Resolution of 2002.</a> Four and a half years later Congress still writhes in its own squalid incompetence and we the people are still to blame for employing them.
